Residency-by-investment grants the right to live, work, and travel in the issuing country, while citizenship-by-investment grants full citizenship, including a passport.
Italy’s program offers residency, with the possibility of citizenship after 10 years of continuous residence.
Residency-by-investment programs (AKA Golden Visas) also generally afford applicants the RIGHT to live in the country, but not the OBLIGATION to.
Many countries in Europe including Hungary, Latvia, Portugal, Spain, and Greece, offer similar programs. Italy’s Investor Visa Program is unique in that it doesn’t offer a residency by real estate investment option (and never had one).
In addition, it is also one of the only programs that allow investors to commit their capital only once their residency cards have been issued (Portugal’s Cultural Golden Visa option, and Hungary’s Guest Investor Visa are the only other European programs to offer this benefit.)
The Italian Investor Visa is a residency-by-investment program allowing non-EU nationals to obtain a long-term visa by making a qualifying investment in Italy.
The Italian Investor Visa site, ordinarily accessible via the URL https://investorvisa.mise.gov.it/index.php/en, is presently down (as of 14 December 2024), and is presumably being updated.
