Italian Citizenship by Ancestry — Going Into 2027

Italian Citizenship by Descent Going Into 2027

Italy still recognises citizenship through ancestry, but the rules changed substantially in 2025. Having an Italian ancestor no longer means that every descendant automatically qualifies.

This guide explains who may still qualify going into 2027, why dual citizenship in the family line now matters, how earlier applications are treated and what residence options remain available when an ancestry claim is no longer viable.

The Short Answer

Who Still Qualifies for Italian Citizenship by Descent?

A person born outside Italy who already possesses another citizenship may still qualify where one of the statutory exceptions applies.

For many new adult applicants, the central questions are now whether a parent or grandparent held only Italian citizenship, or whether a parent completed the required period of residence in Italy before the applicant was born.

01

Exclusively Italian Parent or Grandparent

A parent or grandparent possesses—or possessed at the relevant time—Italian citizenship exclusively, without another citizenship.

02

Qualifying Parental Residence in Italy

A parent or adoptive parent lived legally in Italy for at least two continuous years after acquiring Italian citizenship and before the applicant’s birth or adoption.

03

Protected Earlier Application or Appointment

The earlier rules may continue to apply where a complete administrative application was submitted by the reform cutoff, an appointment was communicated by the competent authority by that cutoff, or qualifying judicial proceedings were filed in time.

What Changed

An Italian Great-Grandparent Is No Longer Enough by Itself

Before the 2025 reform, many applicants reconstructed an uninterrupted citizenship line extending through several generations. The age of the family connection was not necessarily fatal, provided that citizenship had passed legally from one generation to the next.

The new framework places much greater weight on a recent and demonstrable connection with Italy. For applicants born abroad who possess another citizenship, a remote ancestral link alone will generally no longer establish automatic Italian citizenship.

Potentially Viable

Italian Parent or Grandparent

Your claim may remain viable where the relevant parent or grandparent satisfies the exclusive Italian citizenship requirement or another statutory exception applies.

Requires Careful Review

Dual Citizenship in the Family Line

If the relevant parent or grandparent also held another citizenship, the exclusive-citizenship exception may not be available. The dates, residence history and other possible exceptions become critical.

Usually Insufficient Alone

Great-Grandparent or Earlier Ancestor

A more distant Italian ancestor will not ordinarily satisfy the new parent-or-grandparent test by itself, even where the documentary chain can be reconstructed.

A Critical New Requirement

What Does “Exclusively Italian” Mean?

It is not enough merely to prove that your parent or grandparent was an Italian citizen. Under the principal new exception, you must establish that the relevant person possessed only Italian citizenship.

This can be particularly important for families whose Italian ancestor later naturalised elsewhere, acquired another citizenship automatically or held dual nationality for part of their life.

The analysis is document-specific. A person’s birthplace, Italian registration or possession of an Italian passport does not, on its own, prove that Italian citizenship was held exclusively.

Evidence may include:

  • Certificates confirming that another citizenship was not acquired
  • Naturalisation records and effective dates
  • Evidence of renunciation or loss of another citizenship
  • Historic electoral or civil-registration records
  • Italian citizenship certificates and civil-status records
  • Historic Italian residence certificates where the residence exception is relied upon

Personal declarations are generally not enough. The relevant status must be supported by official records from the jurisdictions involved.

Earlier Applications

What If You Began the Process Before the Law Changed?

The date and manner in which an earlier case was initiated can materially affect its treatment. Italian authorities distinguish protected earlier proceedings from applications made after the reform took effect.

01

Confirm the Filing Date

Establish whether a complete consular, municipal or judicial application existed before the applicable cutoff.

02

Check Any Earlier Appointment

Confirm whether the competent consulate or municipality communicated an appointment before the reform cutoff, even if the appointment date itself fell later.

03

Identify the Authority

Consular, municipal and judicial cases involve different procedural records and evidence of when a case was initiated.

04

Obtain Legal Confirmation

Transition cases should be assessed against the actual filing or appointment history rather than assumed to fall under the previous rules.

The previous rules may continue to apply where a complete application was submitted to the competent consulate or municipality by 27 March 2025 at 23:59 Italian time; where an appointment was communicated by the competent authority by that same deadline; or where qualifying judicial proceedings were filed by the deadline. The documentary and procedural record should be confirmed individually.

The Recognition Process

What a Citizenship-by-Descent Application Normally Requires

Qualifying under the new generational rules does not eliminate the need to prove the complete legal and documentary chain.

Family Line

Reconstruct the Descent Chain

Birth, marriage, death and citizenship records must connect the applicant to the qualifying Italian parent or grandparent.

Citizenship Status

Establish Naturalisation History

The evidence must show whether and when citizenship changed, whether the transmission chain remained intact and whether the exclusive-citizenship requirement is satisfied.

Submission

Legalise and Present the Records

Foreign records commonly require apostilles or legalisation, compliant Italian translations and presentation to the competent consular or Italian authority.

Adult recognition applications currently carry a €600 consular processing fee. The fee relates to processing and is not refunded merely because an application is unsuccessful. Official guidance for adult recognition applications received from 2026 onward allows a procedural completion period of up to 36 months.

When Ancestry Is Not Enough

Citizenship Recognition and Italian Residence Are Different Routes

If the revised ancestry rules prevent recognition of citizenship, that does not necessarily end your ability to establish a lawful base in Italy.

Citizenship by descent recognises a citizenship status transmitted through the family line. The Italy Investor Visa, by contrast, is a residence programme for qualifying non-EU investors. It does not provide immediate Italian citizenship or convert an unsuccessful ancestry case into a citizenship claim.

The Longer-Term Position

Can Investor Visa Residence Eventually Lead to Citizenship?

Potentially—but not quickly or automatically.

A non-EU national may generally apply for Italian citizenship after at least ten years of qualifying legal residence, subject to the statutory requirements in force at that time. These include residence continuity, integration, language, conduct and other eligibility considerations.

Holding an Investor Visa residence permit does not waive the residence period or guarantee naturalisation. Someone who maintains the permit without genuinely establishing qualifying residence should not assume that those years will create a citizenship entitlement.

The Investor Visa should therefore be considered first as a residence and mobility route—not as a substitute form of instant citizenship by investment.

Frequently Asked Questions

Italian Citizenship by Descent Going Into 2027

Can I qualify through an Italian great-grandparent in 2027?

A great-grandparent connection alone will generally not satisfy the new parent-or-grandparent exception. A claim may still require review where a protected earlier application, qualifying appointment or another statutory exception applies.

Does my parent or grandparent need to have been born in Italy?

Birthplace is not the only question under the final rules. The relevant person’s citizenship status, whether Italian citizenship was held exclusively, and any qualifying period of residence in Italy must also be examined.

What if my Italian grandparent became a citizen of another country?

The date and legal effect of naturalisation may determine whether the citizenship chain remained intact and whether the exclusive-citizenship condition can be established.

Can I move to Italy and apply from an Italian municipality?

Residence in Italy does not remove the substantive requirements introduced by the reform. Any municipality-based procedure must still be supported by lawful residence and a qualifying citizenship claim.

Is the Italy Investor Visa a citizenship programme?

No. It is a residence-by-investment programme. Citizenship may only become relevant later through the ordinary residence-based naturalisation framework if all applicable requirements are met.

Should I abandon my ancestry case before having it reviewed?

Not solely on the basis of a family-tree summary. Citizenship cases can turn on naturalisation dates, exclusive citizenship, historic Italian residence and the timing of an earlier filing or officially communicated appointment. A qualified Italian citizenship professional should review the relevant records.
